FOR CEA EXAM |
The February 2010 Budget
1. Owner occupation. Singapore's Property Tax is
3-tiered.
0% for the first $6,000 of Annual Value
4% for the next $59,000 of Annual Value
6% for the balance of Annual Value in excess of $65,000
2. Non-owner occupied residential and other properties
(vacant properties including land, commercial properties) are
taxed at 10%
Definition of Annual Value (HDB, Pte Apt, landed homes)
AV is the estimated annual rent if it were to be let, excluding
the rent for furniture, fittings and service charges.
IRAS review prevailing market rent of most properties yearly and
will notify owners if there is a change of AV by sending a
valuation notice.
No expenses can be deducted in the property taxation unlike
rental income calculation.
Definition of an Owner for the purpose of Property Taxation
1. A person receiving the rent for the premises on his
account or as an agent/representative/trustee of the legal owner
2. A person named in the Valuation list
Thus an owner may or may not be the legal owner.
Example if the question appears in the CEA Exam:
If a foreign investor buys a $1 million condo, what is his
property tax? Depends on whether the property is owner
occupied or not. Refer to the 3-tier rate. For example,
if the IRAS assessed the AV to be $40,000. Property tax will
($40,000 - $6,000 = $34,000). At 4% of AV if owner occupied = 4%
of $34,000 = $1,360. If not owner-occupied, it is 10% of AV =
$5,400.
